Texas School Safety Center (https://txssc.txstate.edu/), located in San Marcos, Texas, is currently addressing issues of COVID-19 in the public schools. However, a couple of years ago, they were tasked with the mandate to develop a response to the issues of Bullying and Cyberbullying. Based in the cases we have been reviewing in this week’s topic, the Texas School Safety Center developed a School Safety Law Toolkit. In 2011, the Texas Education Code was was amended to include §37.0832, which defined bullying for school districts and described the types of anti-bullying policies each school district was to include in their anti-bullying policies. In 2017, the legislature again amended the Texas Education Code to include “David’s Law,” though SB 179, and developed a legal checklist for use by campus administrators to ensure that, if followed, there would be no question regarding the discipline of off-campus behavior that “materially and substantially” disrupted the educational environment.
